The felt material itself can either be wood-based (wood cellulose) or synthetic-based (fiberglass or polyester), but is almost always coated or saturated with a protective coating, like bitumen (also known as asphalt).
Roofing felt is designed to be a layer of protection against water, moisture, ice, heavy wind, mold, rot, and even fires. As a water-repellent, it effectively redirects water runoff and abates rain and snow from accumulating underneath the shingles. Most roof underlayment meets Class A fire requirements, so it is also effective at abating or spreading fires.
